Actually a legendary figure of the Irish revolutionary movement around the time of 1798, but now sadly used to describe an elfish type adult male, possibly inebriated to the extreme, often in ill-fitting or contemporarily unfashionable clothing, particularly footwear resembling what one might have expected kamikaze pilots to wear on their final mission
